The Minister for Planning has approved an updated development authorisation for ‘The Cliffs’ Golf Resort at Pennington Bay on Kangaroo Island.

Kangaroo Island Links Pty Ltd sought a variation to the original development authorisation following the purchase of the land and associated intellectual property,

The proposal consists of an 18-hole world class golf course and resort on the south-east coast of Kangaroo Island.

The variation sought to revise the master plan for the site and strategically and sustainably locate the golfing experience closer to the coastline and the cliff edge.

During construction it is expected that up to 60 temporary jobs will be created. Long-term jobs will also be created in hospitality, course maintenance and environmental restoration.

The community will benefit from increased employment opportunities and demand for local services and housing.

The proposed resort offers a high-end experience in conjunction with the ‘hero’ experience of Kangaroo Island’s natural surrounds.


The Minister for Planning’s Assessment Report concluded that the proposal:

  • Aligns with the State Strategic Directions and Economic Priorities;
  • Will be an important economic catalyst for the Island and the State;
  • Creates jobs and fosters growth through local suppliers (including produce and wine) and services;
  • Creates demand for access via air and sea, and
  • Identifies appropriate strategies for bushfire protection and environmental management and rehabilitation.

A condition of approval was that works must begin within two years and the project must be completed within five years.

This development will create an international tourist destination that brings visitors to Kangaroo Island to play golf on one of the world’s most spectacular courses and also experience the pristine natural environment.

The golf resort will build the attractiveness of the Island as a holiday destination and complement existing drawcards, such as the Southern Ocean Lodge Resort and the new Wilderness Trail.

The recently approved American River Tourist Resort will also expand the range of tourist accommodation available on the Island.

All of these projects are expected to benefit from the upgrade of the Kingscote Airport.
